The Memorandum of Understanding was signed on 7 July 2023 by the Rectors of both universities: professor Zbigniew Osadowski and - on behalf of the Ukrainian University - professor Oleksandr Spivakovsky.

The memorandum assumes a partnership of both universities on the basis of mutual benefit. Its aim is to encourage both parties to initiate international joint projects. The document outlines the framework of joint research activities, organization of conferences, seminars and scientific meetings. In addition, it promotes the participation of teaching staff, scientists, students and doctoral students of both universities in international exchange.
